Prof. Agpalo passes away

Dr. Remigio E. Agpalo, Professor Emeritus of Political Science, College of Social Sciences and Philosophy, UP Diliman and founding President of the Philippine Political Science Association, passed away last February 6, 2008 in Mamburao, Occidental Mindoro where he was also buried on February 10, 2008.
The Department of Political Science will hold a memorial service in his honor on Wednesday, February 20, 2008, 5:00-8:00 p.m. at the Parish of the Holy Sacrifice Delaney Hall.
The public is invited.

UPCOMING HOUSING PROJECT FOR UP RETIREES
Government shelter agencies involved in housing for the Filipino poor are now actively coordinating for the establishment of a Housing Project for the homeless UP retirees. These are mostly low-income or zero income senior citizens who had served the University all their lifetime.
This is the very first real effort to establish housing for the former UP rank and file employees who were unable to avail of the housing privilege from the UPEHCO, the housing cooperative for University employees, and this is highly beneficial to the university because long-overstaying employees in the housing villages will soon be relocated.
The government agencies zealously working on the project are the Office of the Philippine President, The Office of the Q.C. Mayor through the diligent work of Mr. Luis Tecson of the Office of the Senior Citizens, and the Office of the Vice-President through the Housing and Urban Development Coordinating Council (HUDCC.) The coordinator for the UP employees is also seeking the most valuable participation of the Department of Social Welfare and Development, headed by Dr. Esperanza Cabral as well as UP President Emerlinda Roman, and Chancellor Sergio S. Cao.
The following persons are closely working together for the realization of the project: Mr. Luis Tecson, Mr. Lucero, Mr. Ramon Asprer, Ms. Ma. Lourdes P. Varona, Ms. Pilita Quizon-Venturanza, Atty. Bobby Dumlao, and Bgy. Captain Gravidez of UP Campus, as well as the project proponent, Felix A. Bengco.

Fine Arts Alumnus awarded 2007 Gawad Kabataang Katutubo
Carlito Camahalan Amalla, a Manobo from of Agusan del Norte and graduated Bachelor of Fine Arts, major in Sculpture in 2003. He was the National Commission on Indigenous Peoples Scholar. He is a the “2007 Gawad Kabataang Katutubo” awardee during the 3rd National Young Indigenous Leaders and Advocates Summit sponsored by TUKLAS KATUTUBO and Office for the Community Development of the University of Santo Thomas together with National Commission for Culture and the Arts and National Youth Commission held at Thomas Aquinas Research Center, University of Santo Thomas, Espaòa, Manila last August 4, 2007.
The TUKLAS KATUTUBO (Tuklasan at Ugnayan ng Kultura, Lahi at Sining ng mga Katutubo) is a non-stock, non-profit indigenous organization committed to take full responsibilities in building up an organized and sensible Filipino youth belonging to the cultural communities with deep concern on the promotion and protection of the rights, welfare and development of the Indigenous Peoples. Initiated by young tribal leaders, TUKLAS KATUTUBO envisioned of establishing a more meaningful advocacy and crusade for empowerment and self-determination set forth by our forebears, which will be the guiding force in unifying aspiration, dreams, and hope of today’s younger generation.
The award is in recognition of his outstanding contributions in the field of youth leadership, music, culture, arts and outreach program.
Amalla is a founder-leader of Unibersidad ng Pilipinas Kabataang Anak ng Tribo and who is currently taking up Master of Arts in Art Studies major in Art History in University of the Philippines Diliman, College of Arts and Letters. He was a Spokesperson of Kontemporaryong Gamelan Pilipino (KONTRA-GAPI) was part of the world tour in USA and Canada in 2000. He is also a puppeteer of Teatrong Mulat ng Pilipinas; both are university performing groups that are renowned here in the Philippines and other part of the world. Last 2005, he was the British Council representative in the Youth Global Citizens Camp in Indonesia to create a sustainable community of interest in which they can share their learning and experience of culture and identity.
Amalla has participated in group art exhibits and a consistent outreach program volunteer for the TUKLAS KATUTUBO for advocacy and community-development initiative in uplifting the lives of his fellow tribal brothers in the country.

SEARCA Offers Scholarships and Other Grants

SEARCA invites qualified Filipinos and other Southeast Asians to apply for the following scholarships and grants:
1) PhD Research Scholarships. Open to students pursuing PhD in agriculture or related fields whose research focuses on SEARCA’s priority thrusts, i.e., promotion of agricultural competitiveness and/or natural resource management. Scholars are required to spend two months at SEARCA, located in the Philippines, and present a seminar related to the research. Scholarship support is up to a maximum of US$8,400 per awardee. Deadlines for application are 1 April 2007 and 1 September 2007.
2) Graduate (MS and PhD) Scholarships in agriculture and related fields for school year 2008-2009. Applicants must apply through their countries’ respective Ministries of Education, Agriculture, Forestry, Fisheries, Environment and Natural Resources, or Rural Development, which will endorse and submit their application to SEARCA not later than 30 July 2007. Scholars may study at Universiti Putra Malaysia, Malaysia; Kasetsart University or Thammasat University, Thailand; Institut Pertanian Bogor or University of Indonesia, Indonesia; University of the Philippines (UP) Los Baños, UP Diliman, or UP Visayas, Philippines; or National University of Singapore, Singapore. Applicants may apply online via the SEARCA website, but original application documents must still be sent to their Ministry for endorsement and submission to SEARCA.
The list of application requirements and application forms for both scholarships may be downloaded from the SEARCA website.
3) SEARCA Professorial Chairs. The award is given to qualified professors from the University of the Philippines Los Baños (UPLB) as well as the UP System whose areas of specialization are in any of the following fields: social sciences, marine and fishery sciences, economics and fields related to rural development. The award is for a term of one year, without prejudice to renewal for another year. The grant amount is P60,000.
4) SEARCA Travel Grants. The grant provides financial support to qualified staff of development-oriented institution or graduate students of reputable universities in Southeast Asia who will present scientific papers in international or local scientific conferences or fora. Travel grant is up to a maximum of US$1,200 per awardee. Applications must be submitted at least two months before the second month of each quarter. The SEARCA Committee on Travel Grants evaluates applications on a quarterly basis (every third week of the last month of every quarter) for travels that fall within the quarter following each evaluation period.

Live A.I.D.S. Alumni Help Raise Funds for Alma Mater

These are only a few of the graduates of the comedy hit Live A.I.D.S. (Ang Istoryang Dinebelop ng Samaskom) who will be returning to the UP Diliman for a benefit show in support of the UP College of Mass Communication (CMC) Foundation.
All seven of them were students in the UP CMC and members of the UP Samahan ng Mag-aaral sa Komunikasyon (UP SAMASKOM), one of the school’s most prestigious organizations.
UP SAMASKOM is the force behind Live A.I.D.S., an annual comedy variety show which began as a simple fund raising project in the ‘80s and is now a much awaited event within and outside the UP campus. With a solid following among academic and professional communities, Live A.I.D.S. is known not only for its standing-room-only performances but also for the big names it has produced. Like Cornejo, band vocalists Miro Valera (Stonefree) and Kris Gorra (Cambio) wrote original music for the show. Facunla, Sanchez,Vargas were also discovered through Live A.I.D.S. Directors Lauren Dyogi and Jeffrey Jeturian, writers Chris Violago and Don Michael Perez were also part of the show.
Now on its 23rd year of unparalleled comedy, the show is back with its crème of the crop for a special mission—to raise money to help the UP CMC Foundation with its infrastructure and research development programs. This year’s show, entitled the LIVE A.I.D.S. MONOLOGUES, will surely be a hit with Valera and Gorra in charge of music, SAMASKOM’s famed dancers to work on the choreography, a talented bunch of comedians to join Sanchez and Vargas in the “laugh department,” and ABS-CBN Global executive Legaspi on the director’s chair.

The @rte Movement: A Digital Arts and Digital Photography Fair
Welcome to The Movement.
Art and Technology have always had a rift during the long course of history. The gap is slowly being closed, step by step, and here we offer a further leap.
This is The @rte Movement: Art & Technology United.
The Movement aims to educate people on the many and varied ways art can be brought into the digital realm and celebrate how artists utilize the available technology in order to bring their vision to reality.
This event is spearheaded by @rte Attack!, a Digital Art contest for college students. Through this competition, students from all over the Philippines can show how art and technology come together in their own personal way and showcase the natural artistic inclinations of the modern Filipino student.
Seminars and hands-on tutorials provide the necessary education on important issues regarding art and technology, issues that are not usually brought to the forefront and thus are unknown to many people. An alarming number of people still do not regard Digital Art to be a valid form of artistic _expression, and as such we hope this event may act as that small stone that eventually causes an avalanche in the realm of Digital Art and other similar fusions of art and technology.
As such, we will hold seminars and short tutorials on Digital Painting Techniques, Multimedia Software, and other talks relevant to the event, with known names in the Philippine Digital Art field as speakers. These sessions will be held free of charge, in order that we may be of service to the Digital Art community.
This event is sponsored by the University of the Philippines Association of Computer Science Majors (UP CURSOR) and is held as part of CURSOR Month, an annual celebration of the organization's founding. This year, The @rte Movement 2006 is also part of the Philippine Youth Congress in Information Technology 2006 (Y4iT 2006). We as an organization believe not only in educating Computer Science students with regard to their chosen course but concern ourselves with a student's holistic development; thus, events such as these were born from the passions of its members.

Contest Rules
1. This competition is open to all college students enrolled in duly recognized schools in the Philippines for SY 2006-2007. Professional artists, photographers, and graphic designers ARE NOT ALLOWED to join the competition. Members of the sponsoring organization, UP CURSOR, are not allowed either.
2. Entries shall use the digital medium in order to portray any of the themes "Boot-up. Connect. Converge" or "No Boundary. New Technology", in a creative and artistic manner.
3. At most three (3) entries may be submitted per person in any category. Entries must be original works of the artist and must not use any copyrighted photography or artwork without explicit permission of the owner(s). Pieces must not contain the name of the contestant in any way.
4. The competition shall have two (2) categories:
1. Digital Fine Art. Entries shall be rendered digitally with a resolution of 300 dpi and a minimum size of 6 x 8 inches and maximum size of 8 x 10 inches. Raw file formats accepted are native file formats for Adobe Photoshop (.PSD) or Corel Painter (.RIFF). Submitted entries should include the raw file used for production, including all photos, fonts, and other resources that were used in the artwork, and a flattened, "final" version in either .JPG or .PNG file format.
2. Digital Photography. Entries shall have a minimum resolution of 300 dpi, and a minimum size of 6 x 8 inches and a maximum of 8 x 10 inches. Photos should be taken using a digital camera and not scanned; however, they should not be edited or digitally manipulated in any way except for minor cropping and resizing of the photo.
5. There will be a registration fee of eighty pesos (P80.00) per entry. This fee may be paid upon submission, or may be deposited into the following BPI bank account: Account # 2569013383, Maricon Manso or Katrina Agbulos.
6. Entries should include the entry's title, a short, hundred-word essay explaining the entry's relevance to the theme, and a completely accomplished entry form.
7. Entries may be submitted through email at arte@upcursor.org. All requirements may also be submitted in CD-ROM format at the UP CURSOR Tambayan located at the 3rd floor of the Melchor Hall Building in UP Diliman, QC. Proof of deposit must also be included in the submission.
1. For payments made through BPI, and entry submission to the UP Cursor Tambayan, please bring your BPI payment/deposit slip or transaction receipt and a copy of it. The copy shall be submitted to the receiver of the entry, while the BPI payment/deposit slip shall be your proof of payment
2. For payments made through BPI and entry submission through email, please accomplish the part in the form indicating transaction details, and please attach in your mail a scanned copy of the deposit/payment slip
3. For payments made in the tambayan, a receipt shall be issued, one copy for the participant and one for the organizers.
8. Deadline of entries is on August 25, 2006, 7:00pm.
9. Finalists (ten for Digital Fine Art, and ten for Digital Photography) for each category will be shown in The @rte Movement exhibit on September 4 to September 8 at the Melchor Hall Lobby, and on September 13 to September 15 at the Bahay ng Alumni during the Philippine Youth for IT Congress (Y4IT)
10. Finalists in each category are all to receive a certificate; aside from that, the following prizes will be given for each category:
1. 1st Prize: Php7,000 and a plaque
2. 2nd Prize: Php5,000 and a plaque
3. 3rd Prize: Php3,000 and a plaque
11. UP CURSOR and the event’s co-presentors reserve the right to use the finalists’ entries in other projects and events with full acknowledgement of the artist.
12. Entries will be screened before the final judging. The judges' decision is final.
13. Awarding ceremonies will be held during the Y4IT Concert on September 15, 2006.

UP ITTC Gears Up for Y4IT 2006

The University of the Philippines Information Technology Training Center (UP ITTC), UP System IT Foundation (UP SITF), and Virtual Center for Technology Innovation in Information Technology (VCTI-IT), in cooperation with the Philippine Society of IT Educators (PSITE), Computing Society of the Philippines (CSP), and VCTI-IT Student Volunteer Corps, present this year's Philippine Youth Congress in Information Technology (Y4IT), which will be held simultaneously at the UP Theatre, UP Film Institute and UP Bahay ng Alumni on September 13, 14 and 15.
Now on its fourth year, Y4IT has continuously been the largest gathering of IT enthusiasts from all over the country. With over 7,500 participating in last year's three-day event, this year's Y4IT will be even bigger and better with more than 12,000 anticipated delegates.
Y4IT aims to introduce students, professionals, and enthusiasts alike to current trends in information and communications technology, providing knowledge sources and opening for them learning and career opportunities in ICT.

CALL FOR POLICY PAPER PROPOSALS
The UP Center for Integrative and Development Studies is accepting proposals from UP Faculty and REPS to write policy papers on urgent policy issues that have local, national and global significance.
Possible areas include law, politics, peace and foreign policy; medicine and health; science and technology; environment, energy and archipelagic studies, education and human development; history and culture; and economy.
Proposals should indicate the significance of the policy issue being addressed, specifically the gaps in current policy responses.
Policy paper proposals should be from three to five pages, single space on letter-size bond paper. Please attach information on the involve- ment/previous studies made by the proponent on the policy issue.
Expected policy papers should be approximately 50 50 pages, single space on letter-size bond paper (including endnotes). An executive summary of approximately 300 words should be included in the final output.
An honorarium of P100,000 will be given to completed policy papers. UP-CIDS will organize a roundtable discussion where the proponent will lpresent the policy paper before various stakeholders.
The deadline for submitting proposals is on June 30, 2006.

The UP IT Training Center (UP ITTC) is now accepting applicants for the First Quarter of this Academic Year (AY) 2006-2007. It boasts of state-of-the-art equipment, an IT and Business Skills focused curriculum, and high-caliber trainers including UP Faculty members.
The first 27 UP ITTC graduates this year will be receiving the UP ITTC Certificate in Information Technology. Trainees can choose from three specialization tracks namely: Applications Development, Network Systems, and Mobile Computing & Embedded Systems.
All college graduates are eligible to apply. Deadline for Applications is on April 5, 2006.
